CI builds the library a second time with the llvm toolchain file from ps2/cmake (ps2dev_llvm.cmake) into packages-llvm/world/ogg. The release publishes ogg-<tag>-gcc.zip and ogg-<tag>-llvm.zip instead of one zip.

Needs ps2/cmake#1 released (the toolchain file) and the llvm-toolchain component. Checked locally with those: the unmodified CMake build produces a working libogg.a for the llvm set.
