Removes the separate build-macos job from release.yml and builds darwin/arm64 as one more entry in the regular build matrix (CGO_ENABLED=0, so it cross-compiles like the other targets). The zip keeps the same name, tools-<version>-darwin-arm64.zip, and the release job now needs only build.
