Declares struct statvfs, statvfs and fstatvfs so libc++'s std::filesystem builds. The functions come from the platform's libc glue (sdk-core libcglue, which reports ENOSYS).

Merge first: the llvm-toolchain build installs this header into the sysroot before it builds libc++. Tracks PS2-172.
