ps2build links every LLVM IOP module with -liopmini, and src/iopmini/iopmini.c was in the repo, but no step built it. The v0.3.0 release has no iop/mipsel-none-elf/lib/libiopmini.a, so IOP links fail on a clean install (ld.lld: error: unable to find library -liopmini, seen in the sdk-core CI).

New step 09-iopmini.sh builds it with the IOP flags and -mips-split-hi16; the sanity check now links against it. Tested the script locally against the new clang: it exports memset, memcpy, memmove and memcmp.

Needs a new release (v0.3.1) before the sdk-core and sdk-world LLVM CI can pass.
