release.yml: build on the llvm-linux runner, as build.yml does #5

release.yml still built in a container on the shared runner while build.yml (#3) moved to the dedicated llvm-linux runner. Use the same two build jobs and keep the packaging jobs, which download the build artifacts (native-linux-toolchain, windows-cross-toolchain).

Not run yet: needs a tag to exercise.

The release workflow still built in a container on the shared runner while
build.yml had moved to the dedicated one. Use the same two build jobs
(host paths, system clang, ccache, license bundling) and keep the packaging
jobs, which download the build artifacts.
