CI runs steps/01-llvm.sh directly and has failed with Permission denied on every run since the first (runs #1 to #7), because build.sh, the step scripts and the helper scripts were committed as mode 100644.

This sets the executable bit on build.sh, steps/.sh, scripts/.sh and docker/run-local.sh. No content changes.

Verified: run #8 on this branch builds the whole native Linux toolchain from llvm r5900-ee (cda768f40468) and newlib-llvm in 42 minutes, and the sanity check passes: https://git.techwritescode.dev/ps2/llvm-toolchain/actions/runs/8
